PPWR - Regulation (EU) 2025/40 - For importers, distributors & brand owners

Know exactly which SKUs are PPWR-ready. And which suppliers are blocking you.

Circularia chases your packaging suppliers for you, reads their 50-page PDFs with AI, and turns the chaos into one screen: red, yellow, green - per SKU, per supplier, per market. Then it produces the Declarations of Conformity, technical files and EPR exports you're on the hook for by August 12, 2026.

The problem

Sound familiar?

It's a Tuesday afternoon. You've emailed 64 suppliers. Eleven replied. Three sent the right documents. One sent a 50-page spec - in Chinese - with the weight you need somewhere around page 37. Your spreadsheet has 14 tabs, your deadline hasn't moved, and your boss just asked "so... are we compliant?" You don't know. Nobody knows. That's the actual problem.

01 The chase

Every supplier needs a different document. Half ignore the first email. You're a compliance manager doing a collections agent's job.

02 The PDFs

The data exists - buried in spec sheets, test reports and certificates in five languages. Someone has to read all of it. Right now, that someone is you.

03 The letter

When an authority writes, you have 10 days to produce the technical file. Assembling one manually takes longer than that. That's not a workflow. That's a time bomb.

What's at stake

Doing nothing is the expensive option.

12 AUG 2026
The date non-compliant packaging can no longer be placed on the EU market.
10 DAYS
Your legal window to hand authorities complete technical documentation on request.
27
Member States - each with its own EPR registration, file formats and deadlines.
PAGE 37
Where your supplier hid the packaging weight. Again.

Fines, blocked shipments, delisting by retailers who demand proof - or three analysts lost to PDF-reading for a year. Pick your poison. Or pick neither.

The flip

From chaos to one answer.

Your week today
  • Chasing suppliers one email at a time
  • Reading 50-page PDFs for one number
  • A spreadsheet nobody fully trusts
  • "Are we compliant?" -> an honest shrug
  • Audit letter = three-week fire drill
  • EPR formats rebuilt by hand, per country
Your week with Circularia
  • Suppliers chased automatically, in their language
  • AI extracts the data and shows you the exact page
  • One board: red, yellow, green - with the reason
  • "Are we compliant?" -> answered in one click
  • Audit package exported in minutes
  • EPR files generated per market, worksheet attached
How it works

Four steps. Fourteen days. No ERP project.

01

Import your world.

Upload your SKU and supplier lists - CSV is fine. Map packaging once: a cup used on 200 SKUs is entered one time, not 200. The board lights up immediately and shows you exactly where you stand (spoiler: mostly red - that's the point).

You're live in days, not quarters.
02

Circularia chases.

Every supplier gets a personal upload link in their language - no logins, no passwords, no training. A guided checklist tells them exactly what to send. Automatic reminders go out on day 7, 14 and 21, and follow-ups list precisely what's still missing.

Your team stops being the nag. Response rates go up anyway.
03

AI reads. You approve.

Materials, weights, PFAS results, recycled content, certificates - extracted from any PDF, in any language. Every value links to the exact page and sentence it came from. High-confidence data auto-fills; anything borderline waits for a human click. You stay the approver. You stop being the typist.

Weeks of reading become minutes of review - and every number is defensible.
04

Export what the law wants.

Declarations of Conformity - generated for your own-brand packaging, verified for your suppliers'. Technical files bundled to the Annex VII structure. EPR exports for Germany, France, Italy, Romania and every other market. And when the authority letter arrives: a complete audit package, in minutes.

The 10-day deadline becomes a 10-minute task.

What you walk away with

Proof, not promises.

  • A traffic-light answer for every SKU - with the reason and the fix attached.
  • Suppliers that actually respond - because the system never forgets to follow up.
  • DoCs and technical files that match the regulation's own structure - not a consultant's Word template.
  • EPR numbers per country - with the calculation worksheet, so finance can check the math.
  • An evidence trail an inspector can click through - PDF page to value to approval to declaration.
Why teams pick Circularia

Built by people who've lived the supplier chase.

Evidence-linked AI

Every number shows its source.

Click any extracted value and the original PDF opens at the exact page. When an auditor asks "how do you know?", you show them - in one click.

The legal calendar, built in

Hard checks for 2026. Warnings for 2030.

PFAS, heavy metals and documentation are enforced now; future rules are flagged, not falsely failed. You fix the right things in the right order - no panic spend.

One DoC per packaging type

200 SKUs, one cup, one declaration.

Compliance attaches to packaging, not products. Enter the data once, and every SKU using that packaging updates automatically. 100× less document handling.

Importer-correct workflow

Verify or generate - both done right.

Importers verify the supplier's declaration; brand owners generate their own. Circularia is the only platform that runs both - matching what the regulation actually asks of you.

Zero-friction supplier portal

No logins. No training. No excuses.

Suppliers click a link, see a checklist in their language, drag in files. That's the whole onboarding - which is exactly why they complete it.

Audit-ready by design

The 10-day letter, answered in minutes.

Technical files, declarations, validation history and the full evidence chain - exported as one package, with hashes, while your competitors are still searching shared drives.

Fair questions

"Yes, but..."

We already track this in Excel

Excel can't email 80 suppliers, read their PDFs, or prove where a number came from. When an auditor asks "how do you know this weight is right?", a cell reference isn't an answer. A linked PDF page is.

Our suppliers won't use another portal

There's nothing to "use." They click a link, see a checklist in their language, drag in files. No account, no password, no training - which is exactly why they respond.

We'll wait for the delegated acts

The 2026 obligations - PFAS, heavy metals, declarations, technical files, EPR - don't wait. Circularia enforces what applies now and flags what's coming, so you never act on the wrong rule.

AI makes mistakes

Ours shows its work. Every value links to the source page; anything uncertain goes to a human queue and never auto-fills. You stay in control - you just stop doing the typing.

We don't have time to implement software

That's the point. CSV in on day one, suppliers invited by day three, first extractions the same week. Live in 14 days - shorter than your current email backlog.

Is our data safe?

EU-hosted, encrypted in transit and at rest, role-based access, immutable audit log. Suppliers see only their own checklist - never your SKUs, volumes or other suppliers.

FAQ

Quick answers.

Who is Circularia for?

EU importers, distributors and brand owners with 100-10,000 packaged SKUs and suppliers who are slow with documentation. If you place packaged products on the EU market, PPWR applies to you from August 12, 2026.

Do my suppliers need accounts?

No. Each supplier gets a secure personal link with a guided checklist in their language. They upload, they're done. Reminders go out automatically until everything's in.

What exactly does the AI extract?

Materials and percentages, component weights, dimensions, recycled content (PCR/PIR), PFAS statements and test values, heavy metals, food-contact declarations, certificate numbers and expiry dates - each value linked to the source page for audit defence.

Does Circularia generate Declarations of Conformity?

Yes - per packaging type, following the regulation's Annex VIII structure, in six languages, with approval flow and versioning. If you're an importer, it also runs the legally correct alternative: verifying your supplier's DoC and recording the proof.

What about EPR registration and reporting?

Registration tracking and deadlines for all 27 Member States, weight aggregation per material per country, ready-to-use export files for Germany, France, Italy and Romania, plus a standard export for every other market - with the calculation worksheet attached.

How fast can we be live?

Typical rollout: CSV import on day one, supplier requests by day three, first AI extractions the same week, first exports inside two weeks. No ERP integration required to start.

What happens when the regulation changes?

Rules ship as versioned content. When a delegated act lands, your whole portfolio is re-checked automatically and you see exactly which SKUs are affected - no upgrade project, no consultant invoice.

What does it cost?

Pricing scales with your SKU count and is quoted on the demo call. It's consistently a fraction of one compliance hire - and a rounding error next to one blocked shipment.

August 12 doesn't move. Your compliance status can.

In 20 minutes we'll show you your exact workflow: your SKUs, your suppliers, your first export. If it's not obviously faster than what you're doing now - don't buy it.
